The legal personality of International Suleiman University has emerged from the need of students wishing to study in Arabic to the presence of an international university that adopts Arabic as a basic language. The academic accreditation and the international quality reliability are compatible with the requirements of civilization and educational, scientific and technical development.
Article (4)
University Mission and Identity:
To provide the society with cadres and academic scientific elites to promote the human societies in the field of higher education and scientific research to reach the ranks of developed countries to serve the aspirations and interests of human peoples in building a modern state based on law, justice and equality.
Article (5)

International Suleiman University is working on the interest of the students and raising their educational, scientific and cultural suit and qualifying them to be elite among the internal, regional and international.

Science and education are the basis of civilized development, which is the development of human societies. The university also maintains its independence away from political trends and bias, maintaining the scientific level independently and achieving the highest quality standards adopted globally.

Objectives:
1 – Attention to continuing university education, direct education and e-learning, and distance learning technology, and open education.

2 – Access to students wishing to complete their university and higher education in Arabic, in addition to students wishing to study academic career.

3. Developing the personality of the student, making him capable of innovation, development, self-learning, teamwork and competition locally, regionally and internationally.

4. Updating and developing the curricula in accordance with international quality standards to achieve sustainable development and development in the university education system, higher education and scientific research.

5 – Permanent and continuous training for students and researchers in all disciplines and programs designed by the university.

6 – Achieving the presence of scientific cadres qualified for the stage of continuous construction in human societies to serve the aspirations and interests of these peoples.

7 – Access to the state of coordination and linkage with international universities and all scientific and educational institutions and the adoption of the Arabic language is a key language approved science, knowledge and technology education in all areas of theory and practice

Programme of Action :
1- Adopting the approved curricula in the world’s top universities and internationally approved curricula according to the international quality standards of the newly established colleges.

2 – Work according to the curriculum of open and virtual colleges that do not require laboratories and full commitment to attend within the international quality standards competent in this. In addition to traditional direct education.

3 – Opening of applied scientific colleges within the available possibilities to meet the conditions of international quality.
Article (8)

Responsibilities, functions and responsibilities for the organizational structure levels are as follows:

First: Board of Directors:

The Board of Directors consists of:

1. President of the Council (Founder) – President of the University.

2. Vice-Presidents of the University.

3. Managing Director.

4. Financial Director.

5. Contributors.

6. Heads of external branches.

Second: University Council:

It consists of the Chairman of the Board of Directors of the University, the President of the University, the Vice-Presidents of the University, the work of the faculties of the University and its departments and the Secretary of the University.

Third: Board of Trustees

The Board of Trustees consists of renowned scientific, academic and international figures. It is highly competent and knowledgeable. Its mission is to support the University from all aspects required by the University, especially with scientific and academic institutions and representatives of countries that sponsor science, education and culture. To upgrade them.

Fourth: The functions of the Chairman of the Board:

1. Heads the meetings of the Governing Council.

2. Supervises the work of the University.

3- Representing the university in all educational affairs.

4 – A matter of disbursement after the approval of the financial plan by the Board of Directors and within the laws of the financial system of the University.

5. He shall entrust some of his powers to those he deems appropriate from the members of the Board of Directors, in a manner that does not contradict with the internal rules of the University.

Fifth: Functions of the Board of Directors:

1. Develop public and private plans and determine the policy and priority of the university’s requirements and strategy.

2. Ratify all decisions of the University Council and have the right of veto and return.

3. Appoints the President of the University, his deputies, deans of the faculties, administrative staff and employees.

4. The financial and administrative law of the University shall be prescribed and shall specify the aspects of disbursement and shall prescribe the financial plan of the University.

5. It meets periodically every month or whenever necessary.

6. Decision-making by majority, not by consensus.

7. The Chairman of the Council shall act as Vice-Chairman in the event of his absence.

8. The Board of Directors has the right to invite those it deems appropriate to attend certain meetings in the Board of Directors as necessary and necessary.

Article (9)

Organizational Structure :

1. The Rector:

_ The President of the University shall administer the University’s scientific, educational and research affairs, all within the limits set by the Board of Directors.

Supervises the preparation of scientific, educational and research plans for the University.

– Plans to complete the university’s need for teaching, teaching, administrative and laboratory staff.

– Supervises the implementation of plans to develop the scientific, technical and linguistic level and educational rehabilitation of scientific staff at the university.

Supervises the implementation of the system of evaluation of educational performance and the development of scientific, technical and linguistic efficiency of the members of the teaching and teaching bodies and carrying out scientific and research duties.

Preparing plans to complete the university’s need for facilities, equipment and tools.

_ Maintain the level of university performance of scientific, educational, research, administrative and financial, and follow-up implementation of decisions of the University Councils.

The President of the University may entrust any of his deputies with the study or decision of the matters he deems fit. He may delegate a decision to any of them, within his competence, to decide permanently on certain subjects.

– Appoints the president of each branch of the University under special authorization after the decision of the Board of Directors

With a formal meeting and requires the head of the branch to hold an academic academic certificate.

– Appoints a deputy in his absence.

– The headquarters of the University and the headquarters of the branches shall be determined.

2. Vice President for Administrative Affairs:

_ Appointed by the Board of Directors to be scientifically qualified.

The Vice President for Administrative Affairs shall assist the Rector of the University in the Department of Administrative Affairs and shall have the right to dispose of the following:

_ Consider the matters delegated by the Rector.

To submit proposals to the Rector in all matters related to administrative affairs to be submitted to the Board of Directors and discussed.

_ Responsible for administrative work including the conclusion of agreements and representation to serve the administrative and marketing side of the University.

_ Assisting the university president in monitoring the level of performance in the university from the administrative, financial and student affairs, and in following up the implementation of the decisions of the university board of directors.

3. Vice-Presidents:

_ Appointed by the Chairman of the Board of Directors after the approval of the majority of the Council and the opinion of the Board of Trustees to be qualified scientifically and academically.

_ Deputies shall assist the President of the University in the administration of scientific and educational affairs and scientific research and graduate studies at the University, and in particular:

_ Consider the matters delegated to them by the Rector.

_ Presenting proposals to the President of the University and to the Council of Scientific Affairs in all matters relating to scientific and educational matters and scientific research at the University.

_ Assisting the President of the University in monitoring the level of performance at the university in terms of scientific and educational, and in follow-up implementation of the decisions of the Board of the University.

4. Dean:

_ Appointed by the Board of Directors to be a full time teacher.

The Dean of the College shall administer the College and conduct its scientific, educational, scientific research and graduate studies within the limits set by the Board of Directors of the University.

– Presenting proposals on the educational plan, scientific, scientific research and postgraduate studies in the college.

_ Supervising all employees in the college.

To submit proposals on the completion of the faculty’s needs of educational, laboratory and administrative bodies and upgrading the members of these bodies.

To submit proposals on the completion of the college’s need for facilities, equipment, mechanisms, tools, etc.

_ Work to maintain the system within the college and monitor the progress of work and examinations therein, and inform the President of the University all that would prejudice this.

The Dean of the College may assign any of his deputies to study or decide on the issues he considers. He may delegate to either of them, within his competence, to decide permanently on certain subjects. In this case, A copy of him to the university presidency.

The Dean may delegate the responsibilities of the absentee from his deputies to the other Deputy.

When the post of Dean is vacant, the President of the University shall entrust one of the Vice-Deans with the exercise of the Dean’s functions.

5. Vice Dean for Student Affairs and Administration:

The Dean of the College for Student Affairs and Administrative Affairs is assisted by the Dean of the College in the Department of College, Administrative, Finance and Student Affairs.

_ Consider the matters delegated by the Dean of the College.

_ Presenting proposals to the Dean of the College in all matters related to administrative and financial affairs in the College, and submitting proposals to the Dean of the College and the Directorate of Student Affairs in all matters related to their affairs.

_ Assisting the Dean of the College in the control of the course of work in the Faculty from the administrative, financial and student affairs.

6. Vice Dean for Scientific Affairs:

The Vice Dean for Academic Affairs shall be assisted by the Dean of the College in the administration of the Faculty of Science, Education, Research and Graduate Studies.

_ Consider the matters delegated by the Dean of the College.

_ Presenting proposals to the Dean of the College in all matters related to scientific and educational matters and matters of scientific research and graduate studies in the College.

_ Assisting the Dean of the College in monitoring the progress of work in the college in terms of scientific and educational matters and scientific research and graduate studies.

7. Secretary of the University:

Under the supervision of the Rector, the University Secretary shall assume the following powers:

(A) Performing the work of the Secretariat of the University Council.

(B) To monitor and coordinate the work of the University’s departments at the University.

Follow up the implementation of decisions of the University Councils and the decisions of the Rector and his deputies.

(D) Determination of the assignment of the Rector.

(C) Conducting studies commissioned by the Rector.

Article (10)

The work of the directorates and departments shall be determined in a subsequent decision on behalf of the executive regulations of each Directorate.

Article (11)

The University Council shall consist of:

President of the University (President of the Council)

Vice President for Administrative Affairs

Vice President for Scientific Affairs

College deans or business deans

The Secretary of the University is a member and a rapporteur. In his absence, the Vice President for Administrative Affairs is the Secretary of the University

Heads of scientific and academic bodies attached to the university.

Student Representative (Student Club)

Article (12)

The University has the right to contract for the provision of expertise and academic advice and to contract the conduct of research and scientific studies of outstanding quality, as well as scientific excellence, qualification and training, and assigns the faculty members to carry out these work under the supervision of the University.

Article (13):

The University Council shall determine the system of study followed and its provisions in the faculties (annual, quarterly, credit hours) and shall set the organizational structure and study plans accordingly.

The internal regulations of the colleges determine their academic plans. These plans show the courses they study, how they are distributed to the years of study or their classes, the number of hours allocated for each course, and the department that teaches them or oversees their teaching.

– The vocabulary of each decision shall be determined by a decision of the Council of Scientific Affairs.

The teaching of a course may be transferred from one semester to another by a decision of the college.

The University Council shall determine the start and end of the study in accordance with the approved academic system in the College and determine the dates of commencement and completion of examinations according to the system of study followed by the College.

Article (14)

Exam System at  International Suleiman University:

The University Council shall determine the dates of commencement and completion of examinations according to the system of study followed by the College.

The Dean of the College shall be chaired by the Vice President of the College, the General Monitoring Committee (Monitoring) from among the members of the teaching staff and the administrative staff. The committee’s task shall be to register the grades, review and prepare the results of the examination.

The University Council shall, after taking the opinion of the College Councils, establish the rules governing the results of the examinations of the various courses.

The President of the University may, at the end of the exam, form scientific committees upon the proposal of the Dean of the College concerned, examine samples of the examination papers from various disciplines in order to assess the performance of the student.

أي No student shall enter the examination hall after the distribution of the questions.

_ The student may not accompany him in the examination room or any means of communication or anything related to the course or paper, even if it is free of writing in the exception of what is allowed by the Dean at the request of the professor and the answer must be written on paper submitted by the College.

Students are prohibited from speaking during the exam or performing any work in violation of the examination system. In the event of a violation, the head of the auditorium warns the offending student. If the student repeats the violation, he will leave the examination room. The exam will be nullified in the decision in which the offense was committed.

– Any student who finds with him anything related to the course is removed from the examination room and his exam is null and void in the decision in which the offense was committed and referred to the disciplinary committee. If the violation is proven, it is prohibited to enter the examination of the following courses and give zero grade. The Dean or his representative or The head of the hall shall examine the student or order his inspection if there is strong evidence that leads to the suspicion that the possession of that student has anything to do with the course of the exam.

Any student who tries to cheat in any way or is caught cheating on the exam will leave the examination room. His examination will be invalid in the course in which the offense was committed and referred to the Disciplinary Committee. In case of cheating, his exam will be canceled in all courses of the exam.

The student shall be punished by dismissal from the university if it is proved that he is impersonating another person for the purpose of taking the exam on him, as well as the student who has entered a person in his place for this purpose.

_ The student will be removed from the examination room in the previous cases by the Dean or his representative or the head of the hall.

– In all cases, the incident shall be organized and submitted to the Dean of the College.

_ The presenter sets the written exam questions to be comprehensive for all parts of the course, and is proportional to the duration of the exam, and the Dean of the College and the head of the department the right to access them.

– The College Council shall decide on the proposal of the written examination period for each course, at the beginning of the academic year.

The university administration has the right, in the current Syrian circumstances, to conduct the electronic examinations for university students in different theoretical branches only according to the approved electronic test programs.

Article (15)

The student shall be awarded a certificate signed by the Dean of the College and the President of the University. The University Council shall determine the model of this certificate on the proposal of the University Council.

The student may be given a certificate signed by the dean of the college or his representative indicating the courses he has studied and the marks he has obtained. Students or graduates of the College are certified by the records, including any of the data mentioned in these records in accordance with the relevant instructions.

The student shall not deliver the certificate of leave or any document or certified unless he highlights the evidence of his innocence towards all the concerned bodies in the university.

Article (16)

The University Council shall establish the provisions governing transport from the academic year in which it is registered to the next academic year according to the approved academic system.

Article (17):

Discipline:

Any violation of the laws and regulations of the university requires the violation, in particular:

_ Works against the systems of colleges and university facilities.

– Cheating in the exam, starting it, participating in it, facilitating it, or violating the examination system.

– Acts violating public morality and good conduct and behavior inside or outside the university, which harms the reputation of the university.

– Misuse of university premises, damage to equipment or materials, or destruction.

Disciplinary penalties are as follows:

_ Oral alert.

_ Written alert.

_ Alarm.

_ Depriving students from applying for the exam in one or more courses in one course.

_ Deprivation of the exam in one exam.

_ Dismissal from college for more than three months.

_ The final chapter of the college.

_ The final semester of the university.

The punishment shall be tightened in the event of repetition of the offense and the decisions issued by the disciplinary sanctions shall be kept aside from the oral and written notice in the student file. The final dismissal shall result in the student not being allowed to register or apply for examinations at the college.
